Does Xerath need a buff?

Do you think Xerath needs a buff? I've read many posts about this, that Xerath needs something since he hasn't been looked at by Riot for a very long time now and is rarely picked. Personally I'm a main Xerath and feel good playing him, the only problem I have is I can't really do much to tanks, but I feel like oneshotting squishies balances it out. Furthermore he's got like 51-52% winrate which is not bad at all. On the other hand, he's easily countered if you know how to dodge his skillshots, in fact Xerath is **almost **unplayable in ranked, even in low elo.

What do you guys think? Does he need some love?
