And its not as powerful as other items. CC with removal with QSS is priceless. Blocking any projectile heading your way with Zhonya can save your life. Shielding up to 1k damage plus with Locket is amazing.
I agree that Ghostblade needs a nerf but not in the active.

Tiamat, Titanic and Rav all have considerations in their use due to animation cancelling/resets. They are also instant effects with almost nothing else added to them.
The various hextech items still require that you aim them and manage their cooldown. And Gunblade has similar considerations to BoRK where you get one target.

Not quite what I meant. I mean that the effect is guaranteed regardless of when you use it or how. All other items lose out on damage due to range, spell shields, etc.

QSS has a 90 second cooldown, still twice as long as Youmuu's. It also does nothing for CC applied after its use. And even the 1 second movespeed boost in Mercurial is situational at best, meaningless at worst. Youmuu's would still be more viable in that situation even in the case of chained CC.

Even if you were to cut the stats, it would justify a buff to the active which is still strong compared to all others.
Nahui1 votesThe active is fine, the 20 flat pen with 65 AD is not. It's always been used as an item for a slight speed boost, and it'll always stay that way.
