What is an 'empowered storm' and what does "same damage as live" refer to?

Empowered storm is the R that was left active for at least 1.5s(previously 3s) They're basically trying to make anivia leave her R up for longer, since people just use it to clear waves and proc E, as you usualy need to reposition it in teamfights quite often.
