With Viktor's new power budget shifted to Chaos Storm, fixing an old bug would really help him out.

Without a doubt, Viktor was trashed in 6.9, having to absolutely rely on teammates or braindead enemies (walking into W) to catch anybody with your E or Ult.

That being said, with a huge power budget being put into his impossible-to-hit-more-than-once ult, I think it's time we fixed a glaring issue with his ultimate that would at least make it somewhat easier to do damage with.

Back before Viktor's first rework, Viktor's Ult would automatically latch onto a target that it hits. (Here's Viktor's Champion Spotlight showing this feature, you can see it glue to Katarina automatically after being cast ) https://youtu.be/cHD781_Je7Q?t=104 This was very useful, as in big chaotic river battles, or quick-paced lane duels, it is very difficult to target and redirect your ultimate onto someone, so the game doing it for you was very nice. When Viktor was first updated, he lost this neat feature, but it didn't really matter as your ult sticking to people wasn't very important.

With his new power budget shifted onto his R, I figure it would be really nice for this to be re-added; I can't understand why it was removed in the first place.
