What is this, World of Warcraft?

Why do we have to have blue essence upgrade our mastery from 5-7?

Mastery is a cool thing, and I have 3 champions sitting there ready to upgrade, that I can't upgrade because I need 500 blue essence... which I cannot get since I've been recently punished... and I won't buy chests because it was a 14day and there's no telling if I'll get perma'd (so I won't spend money on league until I know my punishments have reset).

So basically, mastery means nothing, has nothing to do with your skill in achieving mastery 7, you buy it.

Use IP to buy mystery champion tokens then combine them for a champion shard which can be traded in for essence.

Steps to get to Mystery Champion tokens

Click Store
Click Accessories
Click Hextech Mystery Champion Shard
Buy with 1700 IP Repeat this process twice so that you have 3 shards.

After this it will be in your Loot area where the hextech stuff is. Just combine them and then trade in the random champion for blue essence. If you have all the champions it still works, you just get a random champion that you already own. Another perk of this is that when new champions come out you can get them for 5100 IP by doing this process rather than 7800.
