GETTING A DODGE TIMER FOR DC-ing
My internet went out and it kicked me out of the lobby now i have to wait 30min. Is there really not a way for the system to tell if the player left on purpose or if it was some error?

According to Riot and many other game companies, if your internet is so unstable that you cannot stay connected, you should not be playing ranked.
There is no way to differentiate between accidental loss of internet and someone unplugging their internet to dodge a game. It sucks for those of who do accidentally lose connection, but it's just something we have to deal with.
Sadly, there isn't. I have good internet, but when Comcast does mess up, its annoying. One Friday, came home from school, got into a ranked game, and Comcast shut down ALL their wifi :/
