Riot, when are we doing something about Wukongs JOKE of a passive?
Passives of note:
Aurelion Sol's passive: Orbiting stars of death that damage people because they just stand near him. No targeting required.
Volibear's passive: Mundo's ult for 6 seconds.
Nasus' passive: 10/15/20% lifesteal. Because things that can hit for 1000 damage per Q every 2 seconds need 20% lifesteal.
Thresh's passive: More armor and AP as you farm because...farming.
Riven's passive: Riven's blade gains a charge for 5 seconds every time she casts an ability, stacking up to 3 times. Each of her basic attacks consumes an available charge to deal 25% - 50% (based on level) AD bonus physical damage. Because a bruiser with a stun, a shield, incredible mobility, and a knockup on her Q also needs more damage...
The real beauty, the one that most perfectly illustrates my point...
Fiora's passive: 2% (+ 4.5% per 100 bonus AD) of target's maximum health as bonus true damage (REALLY!??!?! TRUE DAMAGE? Not just damage, TRUE DAMAGE PASSIVE!??!?!), heal Fiora for 25 - 110 (based on level) (OH THE TRUE DAMAGE ALSO COMES WITH HEALING?!?!?!) and grant her 20 / 30 / 40 / 50% bonus movement speed that decays over 1.75 seconds (ARE.YOU.F-ING.KIDDING ME. RIOT).
So, Fiora's passive comes with increased damage per 100 AD, , % health damage, true damage, healing, and movement speed. I see. How hard is it to proc the passive? Oh, you gave her Lunge, a gap closer that prioritizes the Vital strike to proc it. I gotcha.
Know what Wukong's passive is? +4 to armor.

Yes, it's +4/+6/+8 based on the number of enemies near. So while Voli, Fiora, Aurelion and countless others have amazing passives from the first second of gameplay, Wukong has what amounts to what's already on the mastery tree at +3 armor/magic resist for each enemy near. You created a mastery tree that not only hands out his passive, it puts it on the tree where a large number of top laners put their points for Grasp of the Undying. Where's the button I can click to get Fiora and Volibears passive? So Wukong get's +4 to armor, and Mundo gets +3. Net passive benefit: +1 to Wu. I'm underwhelmed.
If Wukong were designed to be a late game monster like Fiora, who can carve through bruisers and tanks and hell even Jesus himself wearing 18 thornnails, I could understand him having a weaksauce passive early to nerf his early game and reward you later.
But he's not. He's not a late game god like Nasus, or Fiora, or a late game unstoppable force like a 4K "Titanic Rageblade" Olaf. He'll seem godly in a game full of squishies, but seasons 5 and 6 have been tank and juggernaut metas (thanks for leaving Wu out of the juggernaut reworks, btw), so he has less and less opportunity to shine late game.
His passive blows. You've forgotten about him while giving other champs absolutely ridiculous passives in comparison. You can give him this if you're going to make him amazing late game, but for now, he's becoming increasingly obsolete because other champs do what he can do better, largely because of how their passives propel them throughout the game.
