Creating conflict in champ select

Can anyone clarify this? If you create conflict in champ select by autolocking top when someone has pick order and already chosen thier top lane champ is not creating conflict and being ass or consider trolling? and is that not reportable and punishable especially if no agreement was worked out to duo top ect? It has not happened to me. It's just a discussion that came up.
