Ashe and her AP ratios

Why does Ashe's ult have an ap ratio? It isn't viable to build ap on her. I think it would make more sense to either give her an ap ratio on W so you can build some ap or rageblade and open more build paths, or remove the ap ratio on her ult and just make it a flat amount of damage. Riot said a while ago that they didn't want useless scallings on champions so why was this not removed during her rework a while back?

Most champions actually have BOTH ratios as a way to balance them.

support ashe builds ap and support items making her ult more useful as cc

Off ratios on champions are there so that buffs which grant your opposite stat aren't totally useless, not to enable off meta builds that were never intended to be viable.

because you can get ap from Baron which slightly boosts damage

I'm pretty sure before she got her rework her Frost shot slow scaled with ap.
