Yes it is supposed to be random
ARAM hasn't been random for awhile. there has been a few steps in the right direction, but I still see champs like veigar, sona, ziggs, or some other various bullshit champs quite often. rerolls are even easier to get and the rolled champ pool makes it impossible for great champs to get skipped over.
NOTHING in this world is random, statistics means nothing and probability means nothing. These words are used by those who have faith in science. The computing machines they created try to emulate the way they think, computers try to emulate RANDOMNESS (which doesnt exist) and they awfully suck at it, cause its not even possible, so each program developed his own idea of randomness, this goes from my mp3 reader (playing the same 30 songs out of 1000 avaible in "random" mode) to LoL matchmaking.
