A way to teach people that wards are need to be bought

I feel that everyone should be force to pass a skill test to get into ranked games where they have to play certain champs to do certain things, like giving them rengar, jax or lee sin like champs since these champs are heavily reliant on wards to create a huge amount of their mobility it will get people more likely into the habit of buying wards so they can easily use their hops, I just think that this is a way to make ranked climbing in the lower elo possible instead of getting the people who are insanely bad not that they want to be, just are out of the equation.
