Is fiora's new ult a debuff?

Just a curious question about whether it counts as a debuff or not, and if so, can it be removed with qss/mikaels/cleanse?

might give me more of a reason to build mikaels when I play support and see those new fioras trying to harass my adc U:<

I used to play fiora.....and that ult makes her useless in almost every situation....just a few times you can use it....other than just a few, USELESS......

hmmm I was never a HUGE fan of fiora, I like some of the changes to her and dislike some. I'm glad they replaced her old ult, it was literally a freebie execute with little-to-no risk at all (leaning heavily to no risk since it could even tower dive while avoiding all the tower agro during the animation/damage, on the tryn ult level of annoying no-risk-dive kill. Her new one is kinda.... strange in my opinion.

I'm not really sure how fencing/sword skills have anything to do with an aoe heal that heals not only her but ALL the teammates around her honestly. I think it's more of a "take the risk, duel them, win it, and then get a massive heal to continue laning or perhaps use it to duel the other guy (if a gank) right after with healed hp" kind of deal. in the teamfight, after she has nicer ad, she heals more and the team fight can center around her and her target, getting the team to focus them, killing them fast, and using the large aoe heal to try to clean up the others while mitigating the damage
