Dodging costs 16 lp?

So i was just put in a game and the bot lane went blitz and thresh and when i checked curse the blitz was 0-7 in ranked games and the thresh was 0-5 in ranked games coupled with a top lane whose name was gonnagityou **** I decided to dodge rather than put myself through that. Now i get punished with a wait and minus 16lp? Last time i dodged one it was only 3lp. When did it change?
