Penetration and Tanks

So, recently a lot of people have been complaining about tanks, and talking about how last whisper and void staff are keeping tanks from really "tanking" like they have in past seasons. I think that maybe if the % armor pen was reduced by 5% that might help the problem a little. Another solution might be to reverse the penetration changes made in early s4 ( I think ), but I'm not sure if that would make tanks a little too Tanky (..?) Anyways, tell me what you think of this idea, or if you don't even think there is a problem!

Just remove % penetration outright.

I had zed down 140-90 in cs as cho and he was 0-2-1 at the end of laning phase. I'm at full build full hp 6stacks with a ga frozen heart zhonyas a rod of ages and an hp elixir that are relevant to my ad defensive stats. He had one empty slot and i think 5 finished items and he popped my ga in the time it took me to walk from a tiny bit below their new fangled jungle gate to the crossroads by blue buff. I was surprised. But that game ended in winions for my team so it was all k like gp with oranges.

I would rather they add/ improve itemization for tanks, than nerf carry items.

In my opinion its better to buff/improve a lot of things than it is to nerf a few things.
