Help! Fps problems!

I've been having unspeakable fps for a while now but dont know how to fix please help! i've tried uninstalling updates, scanning for viruses, uninstalling programs, and turning down aesthetic settings for both league and windows but nothing works! I can't play with fps as low as 4!
