One of the best counter junglers that becomes a monster late game
with devourer
those are terrible late game control junglers. Just play amumu and profit.
what do you mean by 'control'? sejuani would be the cc queen of teamfights who can win a fight with an ult even at zero gold.
Elise and Shaco are both early game ganking junglers. Your jobs on them are to gank a ton and get yourself and your team fed enough for them to carry you through the late game cause you're gonna fall off. Orthers like this are Lee Sin and Pantheon.
Nocturne on the other hand is a mid game dive jungler, you don't usually gank too often early game cause you want your ult, then once you get it from then on you typically just dive squishy targets. You don't do much controlling, and as a melee champ late game you generally fall off and either have to make a pick or build tanky to survive your dive, and in which case you aren't controlling much aside from that one target most your team can't even get to. Divers can be tankier or just straight up assassins, anything from Aatrox to Rengar, they do ok in the early game, excel in the mid game, and fall off a bit late game, but not as hard as the early game ganking champs.
Late game CONTROL junglers are the tanky cc types, like Sejuani, Nautilus, and Maokai. They control the teamfights and at least attempt to control how they turn out.
If you're looking for a late game invading/dueling jungler, then you want champs like Shyvanna, Master Yi, or Jax. No one can really duel them except for one of the others like them, so if you've played the game well you will have control of the map with your presence, as long as you don't get too over confident ofc.
