Using Chogath's bad design to justify assassins old design isn't really fair.
Because assassins generally have a lot of movement abilities, or stealth or somesuch. Ya know, stuff that actually gets them to the priority target. Ow, and it doesn't take them a while to build up.
Cho will need to build for either flat move increase
, burst move increase with slow
and catch someone out of position.
Because lets be clear, barring flash (which is a summoner and should not be counted for) he has no way to get to a well positioned squishy.
You low-balled the hell out of that. I easily hit 1.5k on ult with only 3 tank items.

Not all champions have to follow the same design , its ok to have champs who break the mold for their roles. Nasus can do over 2k damage building nothing but boots. this is not an issue to most players due to the amount of time required to farm q. So its entirely ok for cho to be able to do high damage and be tanky so long as there is still clear counter play and methods to deal with him. He currently is a hybrid of nasus stacking mechanics and carry that scales well of items. This is not a bad thing, so many folks hate the ADC meta we have, but every time theres a viable hard carry that's not a marksmen its an eruption on the boards to see them nerfed. This being said, cho might be spiking in power way to soon. This is not a issue with his kit but rather he might need have his numbers changed so his power spikes later in game. Be it via more item reliant or stack reliant for game health. But having a tank who can function in the late game is not game breaking.
As a rule of thumb in a MOBA, the longer it takes a champ to power spike the harder they should power spike/carry. As a 2nd rule of thumb don't complain about full build champions in regards to balance. I recommend you look for folks who spike to hard to fast and explain why they do that and why its unhealthy.

Well to be fair... the ult has 675 base damage at max rank. The actual %hp scaling isn't that strong, it's combined with the fact that the base damage isnt' that low. That and you're basing this off the stoneplate interaction, which by the way, even riot wants to weaken. The last time they tried though Kled became some weird invincible little bastard when he dismounted.
Well, you technically know exactly why, you just don't like the answer.
Also, Assassins didn't have their damage reduced, it is now just dealt more slowly. A full rotation from an Assassin should deal about the same amount of damage as before (unless you are LeBlanc or Rengar).
Because they don't give a damn about balancing their own game, from matchmaking to champions? :D
cho dealing 1k damage is completely fine; it was like that even before the changes. cho dealing over 1.5k damage with 0 AP, however, is complete bs.
Before I begin, let me just say that as a tank main: Fuck Cho'gath.
But it's not fair to say that assassins should be as broken as they once was. The assassin rework was good alone (with the exceptions of Rengar and initial Leblanc, of course), but the current state of crit and defensive ADC itemization is what is holding them back. Assassins are balanced by themselves, but ADC power is way too front-loaded.
