I could have interpreted it wrong, but... The buff Garen received is that, even at rank 1, his E will reduce enemy armor by 25%? Not bonus, but total armor?

Isn't that a lot? Darius gets free pen but it scales up with rank. Why was Garen given 5% short of a free BC that instantly applies in 4 ticks?

I don't get it.

because garen only has three spin-ticks at level 1
