Maybe take away the healing from conqueror
I think conqueror doesnt need the healing to be a viable rune, just have it give ad per stack, doesn't really need the healing since its tends to make things get out of hand pretty fast

Then it would have to give a lot more per stack. Which means more damage in the game. If your plan is to only make it only give damage it would then compete with press the attack and math would make one of the two completely unusable for most of the champions that previously had a choice.
