Jhin, ban-able but not playable?

I just got into a match, well, someone dodged (No, not me xD) and It allowed me to ban Jhin.

It caught me off guard because I cant buy him, so I wanna know why he is ban-able but not buyable

I hope he comes out soon, I have 2300 rp waiting to buy his combo pack ;)
