Volibear Needs a Nerf

Is it just me or is Volibear just to good atm? He has a heal built into his passive, gains damage without really building damage items, gets really tanky while just doing insane amounts of damage, gets cc, gets movement speed. Like seriously he is just overloaded and really insanely powerful. If anyone has any tips on how to really beat him or counter him I'm open for tips but from what I've seen I can say he needs to be nerfed or deleted reworked. I'm with Zilean on the fact that they should've never made an armored bear.

He used to be even stronger. Take ignite and ward early. His ganks are very deadly, but easy to escape if you see him in time. I main thresh supp, so i E him away or W behind him if i think he'll flash for my carry

Just spot him early and that's all, he is insanely easy to kite.
