overwhelming number of bots in low level queues

I never knew how big of a problem bots were in league until now. I haven't played in a long time, made a new account to level up with some friends who wanted to start league. Started queuing for ARAM at lvl 10 or so, and there has been at least 2 bots in every game, the last game I played had 4 in it... 3 on my team.

I report them, of course, but it seems like if that did anything there wouldn't be so many of them. Pretty frustrating to deal with, especially for new players who are just trying to level up and earn some IP.
