Reworked Darius' W - Lack of scaling stats

Riot, even through i like Darius' changes overall, i don't understand why his W has been giving an ability that doesn't scale at all with levels. He doesn't gain damage with ranks, nor CD or slow. So basically it is useless to even put more that one point in it, which is clearly a design error (unless i'm missing something about this notes that indicates that W scales in some way or form).
Can you please give us some comment about it?
