Guys pls help me! What determines whether you will become S-, S or S+ ? PLS I NEED A HELP!!! And sry if my english is not good XD

Mysticman891 votesYour percentile performance compared to all other performances on that champion in that role. For example to get an S+, your performance needs to be in the top 2% of all performances on that champ/role combination.
Lots of things go into 'performance', from kda and cs, to warding (both clearing and placing), to objective participation and kill participation, and probably a few other factors too.
Dabrick011 votesLiterally everything you do in game determines what you get. Kills, Deaths, Assists, Kill Participation, Wards, Objectives, Towers, Inhibs, CS, Gold.

Assists and Kill participation are one of the most important things, other than K/D, that determine whether you get an S or not.
Riot is inline with the values of the game.
You, however are not inline with the information here.

Meaning @ 15minutes try to have around 130cs, and dont die. and you'll be peachy with an S
