A Balanced Fix for Veigar

Take off the stun on Veigar's E, but make it an instant cast. To make the W relevant, increase the W blast radius to make it harder to avoid inside the E or make the E cage smaller.

The reasoning behind this is that Riot didn't like the instant stun on E, but without that instant stun -anyone who can dodge a skillshot renders him completely useless and he can't even use E to defend himself from most champions. The instant cast is necessary to make W usable and laning possible. The E will still capture that rat in a cage feeling that would fit Veigar. It would basically be a Jarvan ult. Increase the blast radius of W or decrease the size of the E cage to make W relevant. Personally, I think the increased blast radius would make him more useful as he could pair better with other champion abilities like Diana's E, Orianna's R, and Jarvan's R. It keeps eveything Riot wants while letting laning be possible again. Then he farm himself into a monster and burst like he used to. The the very worst, even if you still can't land a skillshot, you'll at least be able to defend yourself.
