so currently azir is not in a very good state and probably needs a rework. Azir is a champion that is suppose to be a hyper carry in the late game but still has decent poke in the early game. Azir currently has a 43.6% average winrate on champion.gg, 34.16% win rate for newer players and just over 51% for azir mains which is still realtivly low. I have a proposition of changing his ultimate stats. Azir currently has all of his damage into his q and w and yet his ult does damage which is not really necessary. What i propose is that maybe give his ultimate a shield instead of damage for how many people azir hits on the INSTANT cast. This rewards azir players who want to insec more than 1 person. The shield could scale up from 100/125/150 shield per champion hit. possibly more. This gives azir a bit more survivability and still fits his theme of being an emperor who is suppose to be protected. TLDR Give azirs ultimate a shield based on how many champions he instantly hit with it, instead of damage on his ultimate.

Alternatively, fix the actual problem which is his dash - aka, remove it. Rework him around that. Shurima Shuffle is iconic, but it makes him far too powerful, nor was it intended in the first place.
