A small lovetap to make Zilean more viable support (A level 7 Zilean)

As the title says...

Zilean is currently sitting at a 49%-50%: http://na.op.gg/champion/zilean/statistics/support http://champion.gg/champion/Zilean/Support?league=

As a level 7 Zilean, he is really not the best supports available compared to others and could use a small love tap.

Passive: Time in the Bottle

New Effect When everyone reaches level 18; excess experience is converted into ability power. Zilean can turn the excess experience in the base

E: Time Warp

New Effect Now grants 40/55/70/85/100% attack speed to allies (can exceed the 2.5 attack speed cap while Time Warp is in use); reduces enemies attack speed by 40/55/70/85/100%.

If you wanted to buff the passive instead let Zilean use the experience to boost people above the level cap similar to URF, where extra levels give stats but nothing else. It wouldn't do anything in 95% of games, but it would be super cool.

Also, the attack speed would be broken beyond belief and would eventually force Zilean to only go bot by diluting his selfish power, definitely shouldn't do that.

I like this idea of the passive better, his passive is useful to the whole team in about 10% of all games and other times it's mostly used only by the carry.

Riot would probably say this is "too much one-sided power" or something, yet I'll remind them they released Ornn

Would be extremely broken imo. Since his E can also apply Aery, I can already see the Ardent Zilean incoming with a KogMaw (making him into his pre-rework state). Also reducing attack speed by 100% would have the same effect as Teemo Q no ?

I'm not a huge Zilean player, didn't play him for a while (but yeah I have Master 6 on him). And an idea that I had for a while, why wouldn't we make his E into a "time warp zone" (think about Ekko W, or more like the Sorcerer from Diablo 3) that would slow enemies and speed-up allies ? It would be less linear and kinda fun to use

Wouldn't the passive be invisible power? That E would be broken. At least one or the other.
