@Riot Consistency buff ideas for Kennen

I think kennen's kit is mostly in a good spot as far as how it works, but some aspects of it feel extremely outdated. (It does damage, but some of the way it does damage is inconsistent or doesn't make sense).

We'll start with the passive on Kennen's W. Not only is it a charge that only procs every X amount of auto attacks. (4), It does damage based on a percentile of your total attack damage. something kennen hasn't tried to build for several seasons. (gunblade is a very expensive item when compared to WoTA) Can this passive not be changed to a cooldown period that is reduced with autos, much like ziggs passive? Also, could the scaling be differentiated? a typical kennen build has at most 40 bonus attack damage in it. I think the overall extra damage caps out somewhere around 140, nothing super amazing.

Next is Kennen's E. I like how it doubles your base movement speed, but it still feels like a super ghost and is not as good as dashes or other gap closers of modern day league of mobility champions. Not being able to auto in it is also counter productive to his W's passive. Yet, he can you skills, which is a nice bonus. The tradeoff however is that can be hit and affected by attacks and skills. (that means it's not like a vladimir pool or fizz trollpole). The unfortunate outcome is it can be affected by push backs, knock ups, slows and stuns, leaving him farther away than intended and looking kinda dumb. Another thing about his E that it requires you to make physical contact with your enemy to proc the damage from it. The issue here lies in that, in a team fight it is very hard to hit even just one person with the ability without some other form of gap closing potential (flash). I think that, to help this, the skill ought to give you a 175~250 unit radius hitbox centered around kennen, it should help land it on more people. and feel better about the damage you can potentially do.
