surrender vote change

Riot should make it so that if you're KDA is very negative, you're out of the voting system to surrender. some really good example of this would be Say you're playing by yourself with a 4 man premade. Just as an example they all go 0/5. You then have the ability to end the game with just your vote. Imagine how toxic it is to be kept in a game that is obviously a loss or troll but don't want to leave since you'd be punished for being afk.
