Came across this recently, and as a Singed main it just goes to show what we have to deal with in top lane.

Your post is highly misleading. And the video title is wholly inaccurate.
Check Darius' build. He built specifically to counter Singed.
Doran's Shield+Rejuv Bead+Corrupting Potion+Mercury Treads+Spectre's Cowl. And Darius' max health is 1453 in the video. Meanwhile, Singed has no finished items, no form of magic pen, no form of percent health damage, etc.

Riot doesn't support DoT damage play styles. I don't think they intent to remove them, I think that they just aren't salient to how much they end up screwing them over, because they're so biased towards burst damage designs.
