Is team chat available for the loading screen yet?

I learned about how team chat was going to be available for the loading screen a few days ago and how the feature was announced last year. I know the loading screen just got a makeover with Patch (9.3), but have noticed that there's no team chat enabled in the new loading screen. Does anyone know when it'll be implemented or if it's already available, how to access it? Thanks for reading and for answering if you choose to.
