Shen's place in any game

I've played a few of games with Shen - About 50 - And, every time I pick him in ranked I can't help but feel even though my ult can save lives, I never really have a place in a team. Sure I can kite really well in teamfights and zone carries, but I always end up feeling as if I never do any damage and am kind of useless. Even in laning phase his damage is awful, I think Shen needs a bit of a buff to his base damage and stats so that he isn't always played full tank.

e.g: Someone can pick Darius and build 3 tank items and the rest damage and have much more of an impact in a teamfight than I do, with relatively same amount of health.

How can I make Shen more relevant in games?

Its difficult to explain what I mean, but I hope you can kind of understand what I mean.

Fight changing ultimate's during lane phase to get your lanes ahead, and peeling for your carries from mid-late game, as for the lack of damage, I like to build item 3078 first or second item for a bit of damage.

Shen is a full tank, though, He is more of an auto attacker then a caster. Building attack speed items such as BoRK and Wits End allows him to proc is passive faster and gives him better DPS while giving life steal/extra tank stats.
