new item for limited mobility champions

For some champions, flash is inevitable, to reach to enermies, or to get to enough range for skills casting and somehow it makes these guys become lack of flexibility to engage in combat and very boring in gameplay. The solution for this problem, in my opinion, is a rune or an item, which gives champion an ability to leaps, blink or even camouflage when they have enough attributes like health, armor, tenacity, magic resistance or a more potential choice is speed (think Warmog's Armor passive). It give the limited accesibility guys a chance to pass terrains, jump into teamfights or to be somewhat surprising, and also it can prevent other mobile champions like leesin, J4, general assasins from abusing. The leap could be skill shot or like Ivern, right-click on target.
