Just my opinion on Veigar and some solution ideas
Some people might have already posted something similar but this is just what I feel about the Veigar nerf direction.

I acknowledge that his E can sometimes be a very strong spell. If the player can land the stun on the edge it pretty much gives no chance to react to it and die to his bursts. What I don't understand is the compensation around from nerfing his E.

The Q being a skillshot and going through enemies is buff early game but a nerf late game. His new Q allows him to farm and harass more safely through the range benefit and sometimes being able to gain 2 ap from 1 Q. However, late game it makes Veigar harder to punish backline champions (who he should focus) because of the teamfight cluser that will happen. It will make Veigar harder to kill champions who are especially very mobile (in this mobility meta try to hit that Q, you will you lose).

E is not anymore a CC but a delayed wall. No decent players will walk into that wall and get stunned unless you have a displacement member in your team. Being a wall makes your W almost impossible to land alone unlike before, making his W (even if you buff it) a very unreliable skill with very limitted opporunity for it to hit.

His R Ap ratio nerf made no sense. Making Veigar's Q a skillshot and W harder to land and removing DFG already heavily damaged Veigar's potential to do damage reliably. Nerfing his R damage was too much.
To conclude, this veigar turned into a very unreliable champion to do damage. His Q is harder to land especially against mobile targets and his W is also harder to land through E nerf, and his ult got nerfed and DFG removed.
Here are few of my fixes that might be possible but keeping that E (because I do acknowledge that his E was too strong)

Give Veigar better mana pool. Veigar's mana pool forces him to concentrate on farm only as if he try to harass with his combo, he will quickly run out of mana. Giving him better mana regen or lesser mana cost (especially on Q) will give him a similar status to Nasus where he can stably farm and harass back at the same time.

Reward players for landing E or give it another effect for being inside E. E being a skill almost impossible to land without a teammate should have another utility to it. One of my ideas maybe that if the enemy is trapped inside the wall, the wall can block "one" projectile from going outside, similar to Braum's E. This will give Veigar players the merit to trap enemies and provide him a protection measure when dueling champions. Another idea might be to give his E the DFG effect, trapped/stunned enemies gaining bonus magic damage from Veigar's spells.
3 Revert the R Ap Ratio. 4 Fix the particles on his Q on the Legendary skin.
Here are just my ideas and comments on Veigar. And I hope that there are certain measures on him in the near future.
