why ive almost never seen any reworked or new champions in games?

i dont understand why ive never seen one? can any one explain to me? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? he never existed ? ? ? ? lol who is he? ? ? ? ? ? ? ? ?your balance team is a total joke or what?or there math level is low? please explain yourself to me?tell me whats your problem i dont understand? why dont you guys make a vote on each problem to peoples account for reworks or balance?not form your people who cant play properly or have no exp?answers my Question if you guys understand what in saying!

Um, don't know where your getting this, but maybe you're just unlucky, because a lot of those champions are played, with the exceptions of a few (Quinn, Vel'Koz, new ones that never took off to begin with)

Well you cannot see a lot of them in normal games often but most of them you will occasionaly stumble upon. But in competative scene you can see a lot of these champions you are mentioning. Such as Zilean, Xerath, Thresh, Corki, Kog, Mundo, Gragas, Elise, Irelia, Lulu, Orianna, Rene plus there are some that are less played as: Aatrox, Leblanc, Nocturne, Nunu even Olaf (in korea I believe), Shyvanna, Syndra, Vladimir, Ziggs, Zyra.

And to question the existence of Velkoz is hurting my feelings as I really enjoy playing him (especially in Ascension)

It's called an evolving meta. And some champions have a toxic kit and aren't fun to play against. Or some have a kit that doesn't let them do much.

If they just let champions be, we'd only see 15 champions played at all.

It's similar to Yu-Gi-Oh, Magic the Gathering, Pokemon (TCG and video game), Dota 2, TCGs I haven't listed, and even some first person shooters. If they didn't add any new balance, you'd only see the same decks played constantly, the same pokemon every competitive battle, same heroes every game, and everyone uses the same guns.
