Riot please put rune combiner back

They reduced the cost of all lower tier runes by a massive amount; Tier 1 quints are 15 and normal runs 5, Tier 2 quints 100 and normal 35. It would cost 15 IP then to get a Tier 2 (just combine 3 of those 5 IP tier 1's) and 45 IP for a random Tier 3 rune. While I do want rune prices to be much lower, it should not be done via random combining of massive Tier 1 runes.
