First Jungle Buff Steal

So I don't remember how long back it was, but experience at both Red and Blue buff was split among the smaller creeps so that stealing it at level 1 didn't mean immediate level 2 versus their level 1. Has Riot just gone back on this or forgot why the smaller creeps existed in the first place?
