[Nexus Blitz] - Don't give juggernaut to an AFK in the game

Title says enough. Since Riot can detect AFK automatically, then they can use that ability, in-game, and prevent someone who is not even playing from getting the buff. When someone is AFK, you are already at a disadvantage. The AFK getting the buff is just rubbing salt in the wound.
