i cant get to my friend
his account doesnt show up when i go to gift and but he is my friend in game

To prevent abuse of the system, riot has put in a security measure where u have to have them befriended for at least an month i believe. If you have been friends with him for longer, than it may be the client you are using, attempt to use the legacy, if problem still exists, submit a ticket.
