Essence, Shard, or Permanent?

So I currently have 2 tokens to upgrade a champion to level 6 I was wondering what is the most efficient way to upgrade (I have 0 essence, no shard, no IP) Should I disenchant all my champion shards, grind chests until the champ shard drops(nope), or spend ip to buy a permanent? Which is the most efficient way?(from 450 champs to 6300)

Hold on to everything until we see what it looks like when Riot completes this system, it currently isn't according to them.
