if you are under level 18 you SHOULD NOT be matched with anyone over 18, as they can have a keystone and that's a huge advantage. just my 2 pennys

no it doesnt, and stop crying
before level 30 you'll always be at a disadvantage especially against smurfs
regardless you get matched with people who perform at your level. If you want to get matched with people who dont get an advantage then just lose more matches.. or you can just grow some chesthair and accept the pre-30 challenge
They only have that extra tier 3 keystone. You have tier 1 and 2 just like him.
