All of them, because it disables their ability deal damage.
This includes champions with spell shields because even after the initial cc is absorbed secondary cc can be applied.
All champions are hindered by CC. snares and stuns prevent them from moving or using movement abilities and spells like flash. For melee champs this means they can't attack if you move out of their range. For any champ, this means they can't escape focused fire and will die quickly. CC like this is always useful but it is less effective on Tanks simply because they generally have the damage mitigation and HP to outlast the snare/stun.
Slows prevent them from getting to you so you can kite them. It also prevents them from leaving or moving out of range of your team's damage.
Silence prevents them from using abilities and summoner spells. It's great to hit a champ with silence if you know they're about to flash or use a high damage ability.
Blind makes it so that their auto-attacks miss for the duration of the cc. Great against AD carries.
knockup is similar to snare, only people like yasuo can capitalize on it.

Everyone is susceptible to CC, provided you don't blow it on someone who's in the middle of an ult that keeps them from being CCd in some way.

Whether or not they're weak to it is another story. Generally speaking, everyone is weak to hard CCs (stuns, taunts, knockups/backs, fears) because that completely prevents forwards progress while making a character momentarily lose control of their champion. Weak CCs (slows, snares, blinds, silences, roots) will hinder a champion but not stop them dead... save Morgana's snare of course. That thing is just broken.
A handful of champions have abilities that make them immune to disables, which renders them immune to any and all CCs. Vi's ult is a great example, for the duration that she's zooming towards, knocking up, and slamming down her target she cannot be slowed, snared, knocked up, back, sideways, up down left right front back, none of it, until it's over. Some champions have abilities that persist for a slightly longer time but render them immune to only specific CCs (Olaf and Yi can both make themselves immune to slows for instance). Others may have an ability that functions like cleanse or a QSS, immediately removing any CC that is active on them (Gangplank.)
Whether or not a champion is weak to CC depends largely on what they do. A tank, who most likely already has or is planning to build Tenacity at some point, probably won't be hindered by CC. In fact, they can probably stomp right through anything you throw at them and return the favor by CCing you. An assassin on the other hand, who relies on high damage, short burst, can be stopped in their tracks and eaten alive. Stun a Diana or an Akali, for instance, and you've netted yourself a free kill. A Marksmen will generally either have a movement ability or a way to slow you down to keep things somewhat even (Vayne's tumble or Ashe's frost shots) while a bruiser will have gap closers that allow them to stay on you even if you've hit them with a slow or a blind (Wukong's E or Vi's Q.)
Basically, a champion is only "weak" to CC if it in some way inhibits them from doing their job long enough for you to completely wreck them. If they can take it and chug on through, they aren't weak but they're susceptible, so you can use CC to get bigger gaps, to kite them more effectively, or to escape.
For everything else, there's Masterca--er, hard CC.

one stun and she blows up instantly. All her supposed OP damage is negated by a targeted stun and then being instagibbed.
