I would prefer vel. He is WAY safer than fiddlesticks, and lots of true damage from his passive so you don't need to build a lot of damage.

I think Vel'koz is a little better in general because he has longer/safer poke and a stronger burst (if that's what you want in a support), but Fiddles has self-sustain and superior CC to complement an all-in or a gank or to save an ally.

Verdict: Vel'koz for an easy lane bully, Fiddles has greater potential in skilled hands.

Personally, I hate playing high damage supports because it ends up taking some of the CS and kills from the main carries; if you're running the normal meta that is. It's not a bad thing if you don't want a starved support.

Vel'Koz is much safer harrass in lane, but Fiddle has more potential. Both are very deadly.
