Just a thought. The new "camouflage" on his Q and Youmuu's active now not giving attack speed will make it a lot harder for the rat to gank and assassinate people. I don't know how it the gameplay feels on the PBE (I don't have an account and haven't seen anyone upload gameplay), so I'm not 100% this is needed. Just speculation from what I've read and discussed with other Twitch players.

The removal of his escape and effective sneaking is a big nerf and the only compensation he's getting is just negated with more nerfs. I'd have to play it to be sure like you said, but on paper this is a gutting for sure.

Fondling Gems1 votesHis Q actually has a hidden buff though, it no longer has a time to activate. This means that every time he resets/uses it he instantly gets the AS buff which is pretty strong.
GoronMuncherV2 votesDecent enough, but when you consider the amount he loses from not being an Invisibility variant and also the -10% basic movement speed when stealthed; I don't think it's worth it quite yet. Even the W changes when I think about it aren't a flat out buff; there are advantages and disadvantages to both.

Tormentula3 votesYea, I wish twitch got a bit more attack speed now. Twitch held his own for getting the attack speed steroid with the youmuu's+Q, now without it his attack speed feels a lot more clunky.
I guess we just have to accept and go back to the 
build (atleast duskblade got buffed in twitch's favor, true damage when you go out of stealth? Awesome.)

Yea he needs something. These changes are gonna effect him a lot.
