Annie should have lost her stun a long time ago.

Viktor was intended to be weak in the early game, but he is able to get good amounts of poke, damage and mana early from his core upgrades with his E. That's why he's being nerfed. Other champions have balance issues too, some are more apparent.

No you completely missed the point. Viktor is strong, sure. Is he anywhere near as toxic as Annie's skillset? Not even close. Annie's kit is pure cancer. If Viktor is getting nerfed, Annie should also get nerfed.

I wouldn't deny that Annie is a lot more toxic as far as playstyle goes. But at least you know why Viktor got nerfed (even though it should have been the movement speed from his Q instead). The problem would be how you would go around nerfing Annie without making her an irrelevant champion.

because annie need her ult to burst, meanwhile viktor can kill someone with his Q + lich. also annie has low range and 0 self peel

afaik it's just a change to his hex core. It no longer gives flat AP, but instead has a better AP per level (nerf pre-16, buff post-16. Has a bit less mana, but not a big deal.)

Hex core isn't as good a rush item now.
