How to help the support problem in Dynamic Queue and Inspiration Mastery idea.

Dynamic Queue has the problem of no one wanting to be support other than the support mains. So to help alleviate this I propose that players who chose to fill are rewarded with stuff like extra IP and higher chances for hextech drops. Also if you want to go to the trouble of it you could make an algorithm that detects which role is unpopular and allow players who pick that unpopular role to gain those rewards as well. While this won't completely stop supports being unpopular, it might make it to where people can actually put support secondary without getting support 100% of the time.

Now those who don't know the Inspiration mastery... http://leagueoflegends.wikia.com/wiki/Inspiration_%28Season_Four_Mastery%29

It's a mastery that gave exp for being around allies who were a higher level than you. This was pretty helpful for supports who tended to lag behind because they didn't get kills or CS. However the problem now is there isn't a good spot for this mastery without gimping support's options or have other roles abuse it. So instead of putting it on the Masteries I thought to put it on item 2049 and the items it builds into. That way supports are able to keep up with the rest of the team and not be 2-3 levels behind everyone. This also wouldn't be bad for other roles either because it would be like, "Okay, I'm getting ass whipped lemme grab a sightstone and chill with my teammate(s) who are doing well and do what i can to support them til i get caught up."

Edit: item 3711 will NOT have this passive.

I mean that could work but..... If your playing some one like fucking LeeSin and your getting a SS ALL READY (even if your jg you can just GANK and ONLY gank lanes (only top/mid) so you can get them ahead, then your level disadvantage doesn't rly mater to much. But the whole supports get better stuff i like ALLOT. And the support main LOVE it EVEN MORE.
