Fiora is in desperate need of some love.
Fiora is, by far, one of the hardest to balance champions in the entire game. Her ultra-focused on dueling kit and passive that makes her a late-game monstrosity combine in a one champion that when given a tiny bit "too much" in terms of numbers automatically stomps all over both casual and competitive play. When just slightly above average, she slaps the entire class of tanks in their faces, while also keeping other bruisers/skirmishers in check with her superior dueling capabilities. She was also always an extremely popular pick.
Her current state however is just simply sad. OP.GG: 46,38% while 6th most picked U.GG: 47.36%, 6.4% pickrate LolAlytics: 48.16%, 6.43% LeagueofGraphs: 47,6%, 6.4%
To all you adc mains out there, 6.4% pickrate is actually massive. The fact that your lane has like 4 viable champs at any moment that are seen in every single game is a completely different matter.
Fiora's recent "buff" did absolutely nothing to help her jump back to relevance. Perhaps buffing burst on a champion that's being beaten in short fights by tanks and long skirmishes by bruisers actually has different problems than lack of burst damage
Only two relevant champs she's somewhat able to beat are Kled, who she hard-counters, and Cho, who she doesnt really counter but is the single champion in the game who's able to deal with him late-game.
I'm honestly not sure what possibly could be done to help her go back to being at least decent. Items and runes changes are out of question, champs like Jax or Irelia use very similar items to much greater effect than fiora. Buffing her passive would also be hard, since it's already extremely strong in late-game. If anything, id fix some or her early-game issues, so that she doesn't automatically lose every single lane that's not against kled.
