Can Fiddlesticks' Drain, root the Scuttle?

You pretty much just forgo the scuttle as Fiddle because he's possibly the worst jungler in the game at controlling them. No surprise, considering that his kite has remained largely unchanged and scuttle was not in the original jungle.
