has become a bit of cancer as of late with champoins abusing the perma slow. Mages like who like the slow becuase it helps them kite need a new iteam with major changes to of couse so and dont start building both this new iteam would be a black clever of sorts it wouldn't give magic pen but give an Ms boost when requirment is met this new iteam should give what gives now with being tuned more for champoins like see as morde needs it to work well, and Cass likes it so her target cant run from her. sadly this means her target cant run from her team was well so giving cass an MS boost inplace of a perma slow would be healthy

I also think that perma slow items on ranged champions is too strong. You can beat Gnar in lane, once he finishes item 3022 mallet he's a complete monster. You dont want to run into him because he dishes out a lot of damage and will just transform into mega gnar and probably cc-chain you against some top lane wall or something while gaining more health making it very hard to kill him, and you cant run away from him also with summoner 4 if he catches you overextending just a little bit.

So you basically dont want to run into him but you also cant run away from him, you have literally nothing to do. like Viktor Cassiopeia he will also poke you down and you will be forced out of lane because you cant kill/escape someone who has the perfect mix of tons of health and tons of damage and chase potential granted by either item 3022 or item 3116 , and both of them aren't too costly to build.

The counter item item 3009 doesn't do a good enough job of mitigating the effects of slows... For the cost, a measly 10 ms over boots 2, and the prevalence of slows in this game these boots really don't give enough of a reason to buy them over any of the defensive options. Hell, even item 3111 are more effective because of the 30%!!!!! tenacity. Swifties only give 25% slow resist.

Viktor Permaslow? Are you drunk? He's ulti has now 2 sec delay, E 0,85 seconds (Needs Rylai to hit). The old time of his ulti permaslowing are over.

The only reason Viktor needs Rylais is because his abilities are so delayed that he literally can't land any reliable damage without it. Without Rylais, he would NEVER hit the second part of his E, his W would NEVER stun anyone, and his ult would only pulse once on someone with more than half a brain. If Rylais gets changed, I really hope the nerfs to his E are reverted at the very least.
