Need for "Executioner's Calling" like item

Lately, I've been experiencing a fair bit of champions that have insurmountable lifesteal, such as Aatrox and as AD champions, it becomes extremely frustrating to fight against them when they easily regen through your damage. Either you HAVE to bring ignite beforehand, or just stay passive and let them absolutely dominate lane. Mages currently have Morellonomicon, but AD champions have no such item anymore. Is there any reason why we can't have a item that applies Grevious wounds?
